In the immediate post-World War II period, many states used lottery revenue to expand their array of services without onerous taxes on middle class and working class families. This arrangement eventually began to crumble as states\u2019 budgets grew out of control. By the 1960s, it was clear that this arrangement was not sustainable and a new strategy would be needed.<\/p>\n
Since then, lottery officials have reframed their message and now rely on two messages primarily. First, they promote the lottery as a form of fun. Second, they try to convince people that the money they spend on tickets is good for state governments. Both of these messages are problematic.
