Governments often cite several reasons for adopting a lottery, from general desirability to more specific features of its operations. Lottery critics, however, focus on alleged problems with compulsive gambling and the regressive impact on lower income groups. Despite this focus on problem gamblers and the poor, state officials typically have only limited control over lottery operations.<\/p>\n
As a result, state lottery officials tend to operate with little concern for general public policy or for broader social implications of their actions. Instead, they tend to rely on two messages primarily: that playing the lottery is a fun experience and that state lottery revenues are important to their communities and the economy.<\/p>\n
While the messages are well-intentioned, they obscure a significant reality. The vast majority of lottery participants are low-income, and those who play frequently spend a significant portion of their disposable income on tickets. Moreover, the odds of winning are relatively bad compared to other forms of gambling.
